Ford Presidential Library\nTHE WHITE HOUSE\nWAEHINGTON\nMarch 28, 1975\nThe Speaker of the\nHouse of Representatives\nSir:\nI ask the Congress to consider a proposed amendment to a\nsupplemental appropriation for the fiscal year 1975 in the amount\nof $240,000 for the Department of Commerce.\nThe details of this proposal are set forth in the enclosed\nletter from the Director of the Office of Management and Budget,\nwith whose comments and observations I concur.\nRespectfully,\nthard R.\nEnclosure\nEstimate No.\n94th Congress, First Session\nEXECUTIVE OFFICE OF THE PRESIDENT\nOFFICE OF MANAGEMENT AND BUDGET\nWASHINGTON, D.C. 20503\nMarch 28, 1975\nThe President\nThe White House\nSir:\nI have the honor to submit for your consideration an amendment\nto the request for fiscal year 1975 supplemental appropriations\ntransmitted in the budget for the fiscal year 1976 in the amount of\n$240,000 for the Department of Commerce, as follows:\n1976 budget\n1975 supple-\n1975\n1975\nappendix\nmental re-\nproposed\nRevised\npages\nHeading\nquest pending\namendment\nrequest\n238 and\nDomestic and Inter-\n$1,180,000\n$240,000\n$1,420,000\n1032\nnational Business\nAdministration:\nOperations and\nadministration\nThis request is necessary for staff support of the Industry\nAdvisory Committee program. The purpose of the program is to provide\ndetailed industry advice and recommendations regarding U.S. and foreign\ntrade barriers. The Trade Act of 1974 (P.L. 93-618) requires that this\ninformation be used in the formation of the U.S. negotiating position\nfor the GATT negotiations.\nI have carefully reviewed the proposal for appropriations contained\nin this document and am satisfied that this request is necessary at\nthis time. I recommend, therefore, that this proposal be transmitted to\nthe Congress.\nRespectfully,\nJan Lynn Liby"
