The details of this proposal are set forth in the enclosed letter from the Director of the Office of Management and Budget, with whose comments and obser- vations I concur. Respectfully, Herold R. 7d Estimate No. 94th Congress, 1st Session EXECUTIVE OFFICE OF THE PRESIDENT OFFICE OF MANAGEMENT AND BUDGET WASHINGTON, D.C. 20503 May 1, 1975 The President The White House Sir: I have the honor to submit for your consideration a proposed supplemental appropriation for the fiscal year 1975 in the amount of $7,000,000 for the Department of State, as follows: ADMINISTRATION OF FOREIGN AFFAIRS Acquisition, Operation, and Maintenance of Buildings Abroad (Special Foreign Currency Program) For an additional amount for "Acquisition, operation, and maintenance of buildings abroad (special foreign currency program)" $7,000,000, to remain available until expended: Provided, That this appropriation shall be available only upon the enactment into law of H.R. 4510 or equivalent legislation. This proposed supplemental appropriation is for the acquisition of properties in Cairo for use as United States Government offices and official residences. Some of the properties would be acquired under a recent exchange agreement with the Government of the Arab Republic of Egypt. The appropriation would utilize Egyptian currency owned by and excess to the normal requirements of the United States. I have carefully reviewed the proposal for appro- priations contained in this document and am satisfied that this request is necessary at this time. I recommend, therefore, that this proposal be transmitted to the Congress. Respectfully, Justify
