Sir:
I ask the Congress to consider proposed supplemental appropriations
for the fiscal year 1976 in the amount of $1,055,000 and for the
transition quarter in the amount of $296,000 for the United States
Civil Service Commission.
The details of this proposal are set forth in the enclosed letter
from the Director of the Office of Management and Budget. I concur
in his comments and observations.

Sir:
I have the honor to submit for your consideration proposed supplemental
appropriations in the amount of $1,055,000 for fiscal year 1976 and $296,000
for the transition quarter for the Civil Service Commission, as follows:
Civil Service Commission
Salaries and Expenses
For an additional amount for "Salaries and expenses",
$950,000.
For an additional amount for "Salaries and expenses",
for the period July 1, 1976, through September 30, 1976,
$257,000.
Federal Labor Relations Council
Salaries and Expenses
For an additional amount for Federal Labor Relations
Council "Salaries and expenses", $105,000.
For Federal Labor Relations Council "Salaries and
expenses", for the period July 1, 1976, through September 30,
1976, $39,000.
These supplementals would provide the necessary resources to handle increased
workload in conducting observations of elections to implement the increased
coverage of the Voting Rights Act of 1965 to non-English speaking minorities.
It would also enable the Civil Service Commission to write, issue and coordinate
the administration of regulations required to implement Section 459 of P.L. 93-647,
dated January 4, 1975. This Section makes monies due from or paid by the United
States to any individual, including members of the Armed Services, subject to
legal process against persons who neglect legal responsibilities to provide
child support or alimony payments. The request for the Federal Labor Relations
Council will enable it to process increased workload in appeals arising from
Executive Order 11838, issued February 6, 1975, which removed certain barriers
to collective bargaining.

I have carefully reviewed these budget requests and I am satisfied
that they are necessary at this time. I recommend therefore that these
proposals be transmitted to the Congress.
