THE WHITE HOUSE
The President today announced his intention to nominate William Holmes
Cook, of Carbondale, Illinois, to be a Judge of the Military Court of Appeals
for a term expiring May 1, 1991. He was appointed on August 20, 1974.
This is a reappointment.
Born on June 2, 1920, in Carbondale, Illinois, Mr. Cook received his
B.A. degree from Southern Illinois University in Carbondale, Illinois and
his J.D. from Washington University in St. Louis, Missouri. In 1947 he
was admitted to the Illinois Bar and to practice before the Supreme Court
in 1956.
Mr. Cook became engaged in the private practice of law with Judge John
T. Kincaid in 1948. In 1954, he took a leave of absence to serve as a staff
member of the Senate Committee on Banking and Currency. He was named
Assistant to the Chairman of the Federal Trade Commission in 1957, after
having served as an attorney with the Commission from 1954. In 1959 he
became Assistant Counsel to the Bureau of Naval Weapons. He was then
appointed Associate Counsel for Property and Special Matters of the Bureau
of Naval Weapons, before assuming the position as counsel for the House
Armed Services Committee in 1963.
Mr. Cook resides in the District of Columbia.
