Sir:
I ask the Congress to consider an amendment to
the request for appropriations transmitted in the budget
for the fiscal year 1977 in the amount of $61,724,000
for the Department of Health, Education, and Welfare.
The details of this proposal are set forth in the
enclosed letter from the Director of the Office of
Management and Budget. I concur in his comments and
observations.

for fiscal year 1977 involving an increase in the amount
of $61,724,000 for the Department of Health, Education,
and Welfare as follows:

This request is necessary to provide for the continua-
tion of the public and college library resources programs
in fiscal year 1977.
I have carefully reviewed this amendment and I am satis-
fied that this request is necessary at this time. I recommend,
therefore, that this proposal be transmitted to the Congress.
