Sir:
I ask the Congress to consider further appropriation
language for the fiscal year 1976 for the Department of
Labor.
The details of this proposal are set forth in the
enclosed letter from the Director of the Office of Manage-
ment and Budget. I concur with his comments and observa-
tions.

Sir:
I have the honor to submit for your consideration further
appropriation language for the fiscal year 1976 for the Depart-
ment of Labor, as follows:
DEPARTMENT OF LABOR
MANPOWER ADMINISTRATION
Advances to the Unemployment Trust Fund and Other Funds
Appropriations provided under this head in the
Supplemental Appropriations Act, 1976, shall also
be available for repayable loans to the Virgin
Islands, as authorized by title III of the Emergency
Compensation and Special Unemployment Assistance
Extension Act of 1975, as amended.
This authority will permit the Secretary of Labor to use
funds from this appropriation to make loans to the Virgin Islands
in such amounts as he determines to be necessary for the payment
in any month of compensation under the Unemployment Compensation
Law of the Virgin Islands. The Virgin Islands will exhaust
their current loan authority of $5,000,000 by June 30, 1976.
The House, in action on H.R. 13069, has authorized an additional
$10,000,000 through September 30, 1977.
I have carefully reviewed the proposal for appropriations
contained in this document and am satisfied that this request
is necessary at this time. I recommend, therefore, that this
proposal be transmitted to the Congress.
