No further explanation. It was being re-typed during flight. Staff on board includes Cheney, Friedersdorf, Gergin, Friedman, and O'Donnell. Nessen said speech will stress Bicentennial theme. Asked for comment on Italian election, Nessen said " the President would only call attention to the fact that the non-Communist and non-Fascist parties won a majority and therefore the opportunity for continuation of Democratic government in Italy has WHETHER been preserved."
