Nessen said delay in getting an advance of speech
was result of President's dissatisfaction with earlier
draft. No further explanation.
It was being re-typed
during flight.
Staff on board includes Cheney, Friedersdorf,
Gergin, Friedman, and O'Donnell.
Nessen said speech will stress Bicentennial
theme. Asked for comment on Italian election, Nessen
said " the President would only call attention to the
fact that the non-Communist and non-Fascist parties
won a majority and therefore the opportunity for
continuation of Democratic government in Italy has
WHETHER
been preserved."
Asked the President was pleased
with the results, Nessen said he did not want to
reduce the President's reaction to one word.
