The details of this proposal are set forth in the enclosed letter from the Acting Director of the Office of Management and Budget. I concur with his comments and observations. Respectfully, thould R. The details of this request are contained in the enclosure to this letter. I have carefully reviewed the proposal for appropriations contained in these documents and am satisfied that this request is necessary at this time.
