NOTICE TO THE PRESS
The White House is today announcing the eight award winners of the 1975
Presidential Management Improvement Awards. The awards are being
presented by Vice President Nelson Rockefeller. Established in 1970
for the purpose of recognizing individuals and groups that have made
exceptional management contributions in improving the effectiveness and
economy of Government operations, the awards are being given to
individuals chosen from seventy-five nominations submitted by the
heads of Federal departments and agencies.
Recipients of the awards are:
Mae Ellen Burney of Harrisburg, Pennsylvania; Supervisory Freight Rate
Specialist, Defense Depot, Mechanicsburg, Defense Supply Agency, for
outstanding leadership in the establishment and successful operation of the
Defense Supply Agency's containerized shipments activity in Mechanicsburg,
Pennsylvania.
Joseph E. Desio of Springfield, Virginia; Associate General Counsel, Division
of Operations Management, National Labor Relations Board, for outstanding achieve-
ment in directing action to meet the demands of an increased legal and administrative
case load.
Sanford P. Lahue of Fort Worth, Texas; Director, Office of Construction and
Maintenance, Federal Highway Administration, Department of Transportation,
for significant contributions to effective management of highway construction
and maintenance operations and the initiation and promotion of cost reduction
and energy conservation programs.
Dr. Julius E. Uhlaner of McLean, Virginia; Chief Psychologist and Technical
Director, Army Research Institute for the Behavioral and Social Sciences,
Department of the Army, for his commanding role in the development and
implementation of the Army Classification Battery and Aptitude Area System.
Lieutenant Colonel Roger L. Henry of Dayton, Ohio; Chief, Instructional Systems
Development Team, 58th Tactical Fighter Training Wing, Department of the
Air Force, for his outstanding leadership in the development and implementation
of an improved and less costly training program for F-4 aircraft personnel.
Joseph P. Kastelic of Anchorage, Alaska; Chief, Division of Fire Control,
Alaska, Bureau of Land Management, Department of the Interior, for
innovative leadership in directing the fire protection and resource management
programs for the Alaskan area.
Captain Steven W. Walston of Wright Patterson AFB, Ohio; Logistics Plans
Officer, Alaskan Air Command, Department of the Air Force, for his perseverance
and initiative in effecting a reduction in war reserve materials within the
Alaskan Air Command, thus realizing significant savings without adversely affect-
ing the Nation's defense capability.
H. L. Richard Wischkaemper of Crypress, California; Assistant Regional
Commissioner of the Southwest Regional Office Border Patrol, Department
of Justice, for dedication and perseverance in conceiving, supporting, and
finally obtaining the installation of a system of remotely controlled
sensors which will aid the detection of foreign nationals illegally crossing the
Mexican border into this country.
