The President: Please convey my greetings to the President and

Romulo: I have been asked by the President to express his greetings,
and he hopes for a successful negotiation.
Mrs. Marcos and my thanks for a marvelous greeting and my visit.
I am going to return to play golf sometime.
Romulo: The President asked us not to do anything which would interfere
with your reelection.
The President: That is very thoughtful.

Kissinger: We have given the Foreign Secretary a draft. We will meet
again in June and I thought we could wrap it up in August when I am on
my way back from Anzus,
Romulo: A Star reporter asked me about Secretary Kissinger and I said
I have known every Secretary of State from Cordell Hull and Secretary
Kissinger is the best.
The President: I agree completely.
Romulo: They wanted to quote me and I said if it is not interfering in
your internal politics. But they are making Secretary Kissinger an issue.
The President: That is fine because I think we have a fine foreign policy
and I am happy to defend it. Henry is more popular than I am.
Romulo: Texas is important, isn't it?
The President: That is a tough fight. [He describes the Texas primary
system.
]
Romulo: Your decided advantage is that thereis no Democratic opponent.
The President: I think the candidate will be Humphrey unless Carter wins
in Pennsylvania.
Romulo: His "ethnic purity" comment may hurt.
The President: We will see what effect it has with the Blacks in Philadelphia.
It could make him or break him. It was a very bad label he used. The
problem is bad enough without an emotional label like that.
Romulo: I was here when you were sworn in. Fishbait Miller found me
a seat.
The President: He always could. He is not there anymore. [He described
some of the changes in the House organization. ]
I really enjoyed our trip last December.
Romulo: We will resume negotiations in June and finish it up in August --
in time for your election in November.
The President: Yes. We have that and the others with Greece and Turkey
and Spain. It should show what we are about and set things in place.

Romulo: It will be a feather in your cap.
The President: Don't be too hard on me.
Romulo: We won't be at all. We will work everything out in our common
interest.
Kissinger: We have things already agreed in principle. There will be
difficulties when we put things down in detail but there are no differences
over basic issues.
Romulo: That is correct. We are both interested in the same things.
