[The press entered. The President began a discussion of Guatemala
relief efforts. The press departed.
Meloy: Our military did a fantastic job there. It made you proud
to be an American. Several Latin American Ambassadors came up
to me to say "we criticize the US, but when we are in trouble, we
always turn to you.

President: How are we doing in Italy[ in response to the earthquake]?
Scowcroft: We have used our troops and equipment, especially helicopters.

Meloy: In Guatemala we are doing what will have the maximum impact.

Kissinger: I told the President the French are thinking of putting troops into
Beirut. That could keep the Syrians in the east part of the country. Giscard
