President: Is there anything new on the evacuation?
Scowcroft: No. It went very well. The number evacuated is
still 156 Americans and dependents.
Kissinger: We have given them enough notice.
There are no outstanding issues with [Australian Prime Minister]
Fraser. He has an obsession with the Soviet Union. He is too hard
line on that.
Did you see Carter now saying he would use nukes where we have
alliance commitments? That leaves out much of the world.
President: We ought to be able to use that too.
Kissinger: I met with Botha yesterday. We have that part of the
package all set. As a matter of fact, if anything, they are too eager.
But they are playing it just right. Botha spoke to the press after
the meeting and said there are still problems.

President: Yes, I wondered about that.
Scowcroft: Henry programmed him. He wouldn't have said there
were any difficulties.
Kissinger: I think they should appear reluctant. Otherwise we
will get no leverage from them to use with the blacks.
On the timing, I am afraid we can't get it wrapped up prior to
the convention and the non-aligned conference. I would worry
about being backed up to the convention in curcumstances where
they might think they could force more concessions from us.
President: I agree with that. Anyway, the period between the
convention and Labor day would be very good.
Kissinger: When should I arrive at the convention?
President: I am probably not going until Sunday night. You should
arrive Tuesday night or Wednesday morning.
Kissinger: All right.
