SUBJECT: Decisions Regarding Supply of Military Equipment to
Taiwan and Deactivation of 327th Air Division
NSSM 212 examined the policy issues relating to U.S. force reductions
on Taiwan and the future supply of U.S. military equipment to the
Republic of China.
We believe a decision should be made on this NSSM prior to the
President's trip to Peking. In the meantime, there are a number
of requests by the Republic of China for the purchase of military
equipment which have been pending for some time. We and State agree
that approval of some of these requests would not prejudice the decision
on our long-term policy on ROC access to U.S. arms nor cause any
significant difficulties with the PRC. Some of these requests are more
than six months old and continued delay could needlessly embarrass
our relations with the ROC. Therefore, we recommend that, without
prejudice to the decision on NSSM 212, you approve the sale of the
following military items to the ROC:
-- Three excess T-28C trainer aircraft (reciprocating engine).
These aircraft would supplement 26 T-28s presently being used by
the ROC Air Force for undergraduate pilot training.
-- Four excess S2-E anti-submarine warfare aircraft. These
would supplement the twelve S2-Es recently purchased by the Republic
of China as replacements for S2-A aircraft previously obtained
through FMS.
-- Two ocean-going minesweepers (MSOs). These would supplement
the fourteen minesweepers in the Republic of China current inventory.
If the proposed sale is approved, the ROC Navy will decommission and
scrap three of these older ships.

-- AIM-9J (sidewinder) air-to-air missile conversion kits.
The older model sidewinder is not supportable from U.S. production
much longer. The main modifications include an improved infra-red
seeker with more sensitivity and greater accuracy. The conversion
would add somewhat to ROC air defense capability. However, since
the item does not involve a new system or an entirely new piece of
equipment but only an upgrade of missiles already in the ROC inventory,
we believe the effect on Peking, if any, would be marginal.
We believe other items requested by the ROC such as Tow anti-tank
missiles, Harpoon anti-ship missiles, and the self-propelled Vulcan
guns should await decision on the NSSM policy options.
RECOMMENDATION:
That you approve the sale of these four items to the ROC.

The 327th Air Division
NSSM 212 describes three alternative levels of reductions in U.S.
non-intelligence military force presence on Taiwan by the end of
Fiscal 76. All of the options involve disestablishment of the 327th Air
Division, which formerly controlled our combat air units on Taiwan.
Since the departure of the last F-4 squadron two months ago, the
327th has been without responsibilities. The Defense Department is
most anxious to phase out the Taipei Air Station, whose principal
tenant is the 327th Air Division, which now numbers approximately
40 personnel commanded by a colonel. The 6213th Air Base Squadron,
numbering 192 personnel, and the 2165th Communications Group,
numbering 93 personnel, are also tenants at Taipei Air Station, with
the primary role of supporting the 327th in such functions as Air Police,
weather, etc. Defense is anxious to eliminate the expense of an
unnecessary installation. State wishes to remove the 300 or so
unemployed U.S. military personnel as part of our effort to assure a
gradual withdrawal of forces on Taiwan. State also points out that
the close down of the Taipei Air Station, following the removal of our
last F-4 squadron, has been assumed all along by the Republic of China.
Authorization to begin deactivation of the 327th Air Division and
related support activities at Taipei Air Station would also be a useful

move prior to the President's trip to Peking later this year. You
will remember that you had Phil Habib tell the Chinese in January
that we would inform them of future drawdowns in our military
presence before the end of the year. We do not believe the decision
would have any significant impact on the ROC.
We would suggest informing the ROC of the approved military purchase
requests as recommended above over a period of several weeks to be
followed by news of the deactivation of the 327th Air Division.
RECOMMENDATION:
That you approve deactivation of the 327th Air Division and related
support activities at Taipei Air Station with a small contingent of
USAF air control personnel to be retained at the ROC Air Operations
Center. The ROC would be informed of this move in a low-key
approach through military channels.

The other day when I called you to ask you about the
status of the proposed sale of AIM-9J (sidewinder)
conversion kits to the ROC, a case which has been
pending at NSC for some time, you asked that I provide
you with language which might help you to move it to
decision.
I have been able to confirm the following:
The AIM-9B air-to-air missile has been the principal
weapon with which ROCAF planes have been equipped for
aerial combat for many years. During the Taiwan Strait
crisis of 1958, these missiles were responsible for
destroying all of the PRC aircraft shot down, and were
the main reason that the ROC gained control of the air-
space over the Strait. The AIM-9B is the original
production model. It has a range of about 2 miles and
has only limited maneuverability. Production of the
AIM-9B began in the mid-1950's, so much of the
electronic gear in it is quite out of date.
The need to upgrade the ROCAF's capabilities in this
regard was recognized several years ago, when we
licensed sale of 1000 kits to enable conversion of
AIM-9B's to the newer AIM-9E. This program began in
October, 1973. The AIM-9E is a substantially improved
version of the B model. It has a longer range (over
6 miles if launched from behind the target aircraft),
employs solid-state electronic components, and is more
maneuverable.

The major improvement in the AIM-9J over the AIM-9E is
better capability against short-range highly maneuverable
targets. The main modifications include: an improved
infrared "seeker" with more sensitivity and greater
accuracy; modified control surfaces for additional
maneuverability; greater endurance. The range is about
the same as the AIM-9E.
The main consideration at this point seems to be that,
since Philco-Ford no longer makes AIM-9E conversion kits,
the ROCAF has no alternative to the AIM-9J if it is not to
be frozen in 1950's technology.

This letter is in answer to questions that have arisen concerning the
performance comparision of the AIM-9J and AIM-9E Sidewinder Missile.
It should be noted that the AIM-9J is a short range, defensive, air-to-
air missile. There is no change in the rocket motor from that of the
AIM-9E and thus no change in the missile's offensive range. Similarly,
there are no changes in the seeker, fuze, or warhead, thus no changes
in the outer boundary acquisition range or warhead effectiveness.
The servo section of the AIM-9E is the only component involved in the
modification to the AIM-9J. The servo modification provides an
increased load factor capability for the missile, thus improving both
its inner boundary capability and ability to engage maneuvering targets.
These improvements enhance the Sidewinder Missile's defensive capability.

Subject: Transfer of Major Items of US
Military Equipment to the
Republic of China
Our Office of Munitions Control has for its con-
sideration the attached application for approval of
a technical assistance agreement which would permit
the Philco-Ford Corporation to modify one thousand
AIM-9B missiles to the AIM-9J configuration. The
Department of Defense has determined that this up-
grading would significantly increase the ROC missile
capability, and thus, in accordance with NSC Memo-
randum dated October 21, 1971, the agreement requires
White House approval.
The Departments of Defense and State agree that
there would be no objection to the Philco-Ford
proposal and recommend approval. Their comments are
attached.

Overseas Base Realignment Package
On Friday, November 22, 1974, the Department announced a i S. base
realignment package amounting to 111 actions and involving the elimination
of over 23, 000 overhead, support, and other military and civilian positions.
These actions will enable us to apply over $330 million annually to a more
combat effective military establishment after FY 1977 when all actions are
completed. Additionally, we plan to announce in the near future the dises-
tablishment of PACAF Headquarters, Hawaii. This action will produce
an annual savings of over $30 million when fully implemented and will
make approximately 2, 400 military and civilian manpower billets available
for reprogramming to higher priority missions. Functional responsibility
for Air Force operations in PACAF will be assumed by Headquarters,
Tactical Air Command, Langley Air Force Basc, Virginia.
The actions we have taken since April 1973 to trim the U.S. base structure
will result in the elimination of over 79,000 military and civilian jobs in
the U.S. when completed. The addition of the PACAF figures will increase
this total to about 82, 000 jobs.
Excluding the actions in Southeast Asia, no significant comparable actions
have been taken to reduce activities at our overseas bases during this
period. When we made our realignment announcement on November 22,
1974, it made a reference to the fact that Defense and State were consider-
ing overseas base realignment proposals which would be announced as soon
as the necessary review could be completed. In order to maintain our
credibility with both the Congress and American public, I believe it is
imperative that we move forward with these overseas actions as soon as
possible.
The overseas actions will allow us to reallocate manpower authorizations
to higher priority programs within the CONUS; thereby alleviating the
Congressional pressure to mandate overseas reductions, creating a more

favorable economic climate in the CONUS, and offsetting to a degree the
impact of our other reductions. Accordingly, we will announce the follow-
ing actions: the inactivation of seven ICBM early warning sites (440L
system); the termination of Air Force activities at Goose Air Base,
Labrador, with the turnover of base operations to the Canadians: and the
implementation of several other miscellaneous actions as identified at
Tab A. This series of 15 actions will result in the elimination of about
2,600 military and 400 civilian positions with a savings of approximately
$44 million. We intend to make an early announcement, of these actions
without identifying them or the concerned countries.
As you can see, this package is rather insignificant in relation to our
CONUS actions. Therefore, it is essential that we also prepare to resolve
two other issues which will give us a second package that makes good
economic and military sense and has the added benefit to the Administration
of good public relations.
The first issue relates to Taiwan and is in accordance with the February
1972 Shanghai Communique as amplified by NSC decisions. In response
to NSDM 248, one F-4 rotational squadron has been withdrawn from Taiwan

and we plan to place certain Tainan Air Base facilities in caretaker status.

Irp addition, our remaining 18 F-4 aircraft will redeploy from Ching Chuan
Kang (CCK) Air Base in May 1975. Following that redeployment, we want
to place CCK Air Base in caretaker status but retain the War Reserve
Materiel storage site as requested in the Deputy Secretary of Defense
memorandum to you of October 8, 1974, on that subject. In addition, we

plan to inactivate Headquarters, 327th Air Division in Taipei. Based on an
early NSC decision, we could complete these drawdown actions by July
1975, thereby increasing our reductions in Taiwan. These actions would
add about 1, 100 military and 350 civilian positions and approximately $15
million to our savings (Tab B).
The second issue involves Thailand (Tab B). As recommended in my
October 11, 1974 memorandum to you on Long-Term US Military Force
Levels in Thailand (FY 1976 and Beyond), the Department remains com-
mitted to reducing to 7. 000 personnel and one base, U-Tapao, by end 1976.
Following the current dry season, we should reduce our force level in
Thailand to approximately 21, 300 personnel. We then plan to close Ubon
Air Base in July 1975, place Korat Air Base in caretaker status by the end
of calendar year 1975, and close Udorn Air Base and Nakhon Phanom Air
Base by July 1976.

We recognize the sensitivity somended Thailand reductions and
the need for making careful determinations in view of COSVN 8 and the
situation of the Thailand Government. However, I do want to emphasize
the impact of delaying force withdrawals from the above schedule. Retention
of higher force levels in Thailand requires significant additive costs and
reprogramming actions, and impedes reduction in overall military end
strengths. For example, preliminary cost figures regarding the illustra-
tive force level requested in your November 14, 1974, memorandum on
our long-term presence in Thailand indicate a force requirement of about
16, 000 personnel at an additional annual cost of approximately $51 million
above the 7,000 personnel force level.
By including our recommended Taiwan and Thailand actions in another
overseas base realignment package (Tab B), a rather sizeable announce-
ment could be made as early as possible next year. This second announce-
ment would indicate that another series of actions were being implemented
involving the removal of about 17, 500 military and 2, 400 civilian positions
from various countries with a resultant overall annual reduction in overseas
Department of Defense expenditures of $178 million. A second announce-
ment of this scope as early as possible next year together with the one we
intend to make shorily, I believe, would have the desired impact we are
seeking. Of course neither of these announcements would identify any
specific actions or countries involved.
It is my understanding that on 7 December, in discussions with Secretary
Schlesinger, you expressed general agreement with the overseas actions
in Taiwan and Thailand although these actions were not covered in detail.
In addition, it was agreed that decisions on these overseas actions would
be made on an expeditious basis. This would permit subsequent announce-
ments of overseas actions (TabB) as early as possible before the end of
FY 1975. This would also enable us to take the proper operational actions
to ensure that the required military capability to support our national
security objectives is maintained.
The State Department is aware of the actions we intend to announce shortly.
All of our overseas announcer ents are coordinated with the State Depart-
ment to ensure that the requirc 1 consultative process is appropriately
initiated with the concerned host countries.
