DIA Engaging in Case-Building
I am bothered by some rather unorthodox special pleading by DIA in an
otherwise very useful intelligence appraisal of the PRC's military
activity in the Taiwan Strait earlier this summer. (People's Republic
of China: Military Exercise, 25 August 1976, DIALAPPR 262-76)
In a section entitled "Collection Capabilities" the report observed that
I have no quarrel with this assertion, assuming it is correct.
But I do have a quarrel with the final paragraph of that section which
reads:
"The exercise reinforced the importance of
(my underlining)
Although I recognize DLA cannot be stopped from case-building, blurbs
like this one don't belong in an assessment but rather in a careful study
of intelligence resources.
Sam Hoskinson disagrees on the basis that DIA has done no more than
present a factual judgment concerning the sources of important intelligence.
He feels that this is a responsible approach which should be encouraged.
The fact that such judgments may at times impact on policy debates may
in fact be a healthy development depending on the arguments involved.

I think it would be worth your while to skim the following summary of
comments by senior ROC officials on Taiwan's future relations with
the United States, the Soviet Union, and the PRC. On the basis of per-
sonal acquaintance, I find the comments quite plausible - -- though I
should point out that the ROC officials were talking to a foreigner (per-
haps Bob Scalapino) and probably knew that their remarks would be
reported to us.
ROC Estimates of the Likelihood and Consequences of Normalization
ROC Foreign Minister Shen and others believe that normalization of
U.S. -PRC relations will probably not take place for some time, if at
all, both because of political uncertainties on the mainland (making
negotiations difficult) and because of a shift in American public opinion
over the last three years towards greater concern for the security of
Taiwan.
Although there were denials that any detailed thinking had taken place
about the shape of post-normalization relations with the U.S., it was
evident that the "German formula" (one China, two governments) is
looked on with favor. (Discussion of the "German formula" has made
its way into the Taiwan and U.S. press from time to time in recent
months, quite obviously not by accident.)
Several of the officials predicted that normalization would do irreparable
damage to the Taiwanese economy and indicated this view was shared by

Premier Chiang Ching-kuo. They pointed to a number of specific
technical and legal problems which would develop in maintaining our
trade and investment links. (The American Chamber of Commerce in
Taipei has sent us a remarkably similar list.) Eventually, the ROC
officials told their interlocutor, this would lead to erosion of confidence
in the Taipei government.
All officials seemed to discount the likelihood of an immediate military
threat against Taiwan by the PRC. The Foreign Minister also dismissed
as "totally impractical" Senator Scott's proposal for direct ROC/PRC
negotiations.
Regarding a possible Taipei-Moscow link, the Foreign Minister and
others said that consideration had been given to establishing some
relations with the Soviets, but that on balance it was felt this might give
the U.S. an excuse to abandon Taiwan and the idea was dropped. (Chiang
Ching-kuo has been quoted in the past as vehemently opposing a deal
with Moscow.) However, they left the impression that once normaliza-
tion occurs, Taipei may feel free to change its mind.
The report suggests that the same holds true for a nuclear option.
That is, although U.S. restrictions are currently too tight for the ROC
to develop a nuclear capability, once the U.S. is no longer able to exert
a controlling influence over developments in Taiwan, Taipei might recon-
sider.
The Foreign Minister and former Foreign Minister Chou Shu-k'ai in-
dicated that they would give increased attention to Taiwan's relations
with Japan.

U.S. Force Reductions on Taiwan
The recommendation of the Department of Defense that the drawndown
to 1400 DOD civilian and military personnel on Taiwan directed in
NSDM 339 be achieved by March 31, 1977 vice December 31, 1976,
is approved. The "authorized level" of DOD personnel on Taiwan should
be reduced as directed to 1400 by December 31, 1976; however, the
number of individuals actually on Taiwan should be approximately 1950.
Status reports on the drawdown should be provided at regular intervals.

SUBJECT:
Protocol Events with the Republic of
China at the Time of the Inaugural
Republic of China (ROC) Ambassador James Shen will be returning to
Washington after brief consultations in Taipei specifically to partake
in the inauguration activities. In most instances, there will not be
an opportunity for individual remarks or photographs with the new
President or Vice President.
In at least two instances, however, I understand that there will be
individual conversation and photo opportunities: a reception by the
Vice President-elect on January 19th and another for the diplomatic
corps on the 22nd at the White House where both the President and
Vice President will greet each Ambassador personally. There may
be other such occasions as well) presumably the Inaugural Committee
will have a complete list.
You may want to consider what the Rresident and Vice President might
be advised to say and not say -- to Ambassador Shen on those
occasions.

Foreign Military Sale to the Republic of China
The Department of Defense is prepared to prenotify Congress of a proposed
Foreign Military Sale to the Republic of China valued at $32.0 million (Tab A).
This sale would establish a cooperative logistics supply support arrangement
for follow-on spare parts and supplies for maintenance support of ROC
aircraft of U.S. origin.
Perceiving no objection to this sale on policy grounds, I have notified the
Department of State of our concurrence in the prenotification.
