IT WAS WITH EXTREME RELUCTANCE THAT I DECIDED THAT
SECRETARY KISSINGER'S LONG PLANNED TRIP TO SOUTH AMERICA
HAD TO BE POSTPONED. THE CRITICAL SITUATION IN SOUTHEAST
ASIA LEFT ME NO ALTERNATIVE. I RECOGNIZE AND SINCERELY
REGRET THE INCONVENIENCE WHICH THIS DECISION CAUSES YOU AND

TANCE TO MAINTAINING AND STRENGTHENING OUR RELATIONS WITH
ARGENTINA. IN THE COURSE OF THE GENERAL ASSEMBLY OF THE
EXPIS
ORGANIZATION OF AMERICAN STATES NEXT MONTH SECRETARY
KISSINGER WILL BE CONSULTING WITH FOREIGN MINISTER VIGNES
ON A SERIES OF HEMISPHERIC AND GLOBAL ISSUES. I ALSO
LOOK FORWARD TO SEEING THE FOREIGN MINISTER AGAIN AT
