Kissinger B MA FROM: SUBJECT: Trudeau Expresses Appreciation for Eberle Mission Canadian Prime Minister Pierre Elliott Trudeau has sent you the letter at Tab A thanking you for your courtesy in sending Ambassador Eberle to Ottawa last month to explain the Administration's economic program, which you were presenting to the Congress. The Prime Minister informs you that the presentation by the U.S. team was considered valuable by the Canadian Government. He says he shares your concern and your determination that careful steps be taken to deal with the economic situation. And, he adds that he is looking forward to discussing these and other matters with you. Your working meeting with the Canadian Prime Minister is scheduled for December 4, 1974. Both the broad compass of your program and your willing- ness to share your thoughts about it with the Government of Canada were applauded here. I am informed by the Ministers who spoke to Mr. Eberle - the Secretary of State for External Affairs, the Minister of Finance, and the Minister of Industry Trade and Commerce - that the discussion was valuable. You may be assured, Mr. President, that I share with you both your concern with the present economic situation and your determination that disciplined, careful steps must be taken in order to deal with it. Denis Clift en SUBJECT: Trudeau Thanks President for Eberle Mission Prime Minister Trudeau has written the President to thank him for his courtesy in sending Ambassador Eberle to Ottawa last month to review the Administration's economic program. He informs the President that the Canadians found their discussions with the U.S. team valuable, and he says that he is looking forward to discussing economic and other matters personally with the President. (NOTE: The Trudeau letter was sent by Cadieux to Don Rumsfeld and did not make its way to the NSC until November 8. While in the case of this correspondence, no problem has been caused by the time lag, it is of interest in that I have learned from Cadieux's executive assistant that the Ambassador is trying hard to meet with Rumsfeld prior to the Trudeau visit. I reminded the assistant that your office would be the appropriate channel for discussion of substantive matters relating to the visit.) With the Lockheed scandals this year and Lockheed's financial situation in mind, the Canadian Government devoted close attention with Lockheed and U.S. officials to the financial arrangements for the aircraft purchase, and only a few weeks ago the matter seemed to have been satisfactorily resolved. However, on May 18, Prime Minister Trudeau -- under tremendous domestic political pressure on the issue -- personally led his Cabinet in reversing the previous Canadian position and in rejecting the two most likely alternatives for the approximately $300 million front end financing. At the NATO Ministerial Meeting in Oslo on May 21, Canadian Foreign Minister MacEachen confirmed that Canada would not be proceeding with the Lockheed purchase. Because of the support for the Armed Forces and for NATO provided by Members of both sides of the House, and because the House is not sitting at the present time, I have, prior to this briefing, sent copies of all material being distributed today to the leaders of the opposition parties and to their defence critics. With me this morning are a number of senior officers and officials from my department, and other government departments, who will be most willing to join with me in answering any questions you may have. First of all, however, I would like to tell you the main features of this major purchase aimed at increasing the anti-subma- rine capability of the Canadian Armed Forces and to improve and expand the surveillance of the high Arctic and the sea approaches to Canada. Early this morning, my Colleague, the Minister of Supply and Services signed the contract with Lockheed for a fleet of 18 CP-140 long-range patrol aircraft. This contract, which is for $697 million, calls for the provision of the aircraft, and also for the associated systems; the data interpretation and analysis centres, training costs, training devices and publications, as well as associated services. Other DND-related costs, federal sales tax and non committed funds, account for a further $334.7 million, bringing the total program cost to $1031.7 million. This total figure is $29 million lower than the $1061 million figure in the National Defence estimates. It will be recalled that the total program cost of the previous Lockheed proposal was $953 million, to which $108 million was added for financing costs, making a total of $1061 million. Under the contract signed today, all deliveries are to be completed by March 1981. - 2 - The Government has determined, beyond doubt, that a new fleet of long-range patrol aircraft is essential, if Canada is to meet its commitments to collective security in NATO and achieve its national objectives in sovereignty matters. Our membership in the North Atlantic Treaty Organization entails an obligation to patrol and defend large areas of the North Atlantic. Similarly, off the West Coast, we have undertaken, with our American allies, a commitment to protect the Pacific approaches to the North American area of NATO. To carry out these missions in a manner credible to ourselves and to our Allies, we must have modern, effective equipment. Although the new long-range patrol aircraft is designed primarily for military tasks related to the defence of North America and the North Atlantic, it will be developed and equipped to undertake civilian as well as military tasks, in order to protect Canada's growing sovereignty interests, particularly in coastal waters and in the Arctic. We have made provisions for inclusion of special sensor systems which will enable us to provide other departments with capabilities they do not now have. Because our new Canadian aircraft will have so many unique and advanced characteristics --- because it will be in a class by itself -- we have given it a name to distinguish it from other long-range patrol aircraft. We have named it AURORA. We have named it AURORA after the northern lights -- a distinctive feature of the Canadian north -- the Aurora Borealis. In mythology, AURORA is the goddess of the dawn and is said to set out before the sun. For this reason also, AURORA is an appropriate name for an aircraft that patrols before the dawn, as well as in the daylight hours. I like to think that AURORA will reflect not only the dawn of a new era in our long-range patrol capability, but also the dawn of a series of major capital acquisitions that will modernize the equipment of the Canadian Armed Forces. Extensive studies have established that the AURORA is the most cost-effective purchase we could have made within our budgetary resources. It is essentially the same aircraft as the one previously proposed by Lockheed, and it is capable of perform- ing the same military missions. By combining the best of two proven basic systems -- the engines and airframe of the P3 with the acoustics and avionics components of the carrier-borne S3A Viking aircraft -- we nave succeeded in designing a new system that has the combined advantages of long-range capability and excellent ability to accomplish missions over both deep and shallow waters. Because of the growth potential of its equipment, the AURORA will remain a superior system into the next century. It is also worth noting - 3 - that the Lockheed aircraft uses considerably less fuel than would be required by a pure-jet aircraft. This characteristic is important in energy conservation, as well as in reducing operating costs. It should be clearly understood that Canada, in demand- ing a specific type of aircraft to meet its particular needs and commitments, is also gaining industrially as a result of those needs. The costs of a large purchase such as this are often emphasized without giving due consideration to the very substantial industrial benefits and high technology job opportunities that these expenditures bring to many aerospace workers and to many parts of Canada. The Lockheed purchase provides outstanding and long-term industrial benefits to Canada. The Lockheed Corporation has under- taken firm contractual commitments to place some $414.6 million worth of program-related and offset work with Canadian manufacturers and suppliers. The company is also committed to transferring to Canadian plants the production of future P3 aircraft components amounting to approximately $168 million. There will also be opportunities, on a "best efforts" basis, for Canadian companies to participate in new manufacturing projects throughout the years 1981-1995. This "best efforts" work could bring some $350 million in additional industrial benefits. In all, the contractual and projected industrial benefits will amount to as much as $932.6 million, which is considerably more than the $697 million Lockheed contract and some $2.6 million more than was provided for in the earlier Lockheed proposal. The cost of each completely-outfitted aircraft is $21.23 million, for a total in program dollars of $382.2 million for all 18 aircraft. It will be apparent that the largest part of the total expenditure is not for the airplane. It is for such items as the complex ground data-processing centre at Greenwood, a smaller data- processing centre at Comox, complete flight simulators, other ground nstallations; training and test equipment, special tools, spares, nuals, project office expense, contingencies, and federal sales x -- all of which would be required regardless of which aircraft as selected. The cost of all these amount to $526.9 million. The one unique cost of the long-range patrol aircraft program is the one-time engineering expense of $122.6 million to combine the basic aircraft with its array of surveillance and navigation equipment. It should be noted that the $16 million that would have had to be paid to Lockheed for start-up and development costs will not be lost, but will now be applied to the AURORA program. - 4 - I should at this time also mention the steps we have taken to ensure that the proposed arrangements with Lockheed represent a minimum of financial risk to the Government of Canada. The Government is completely satisfied that no improper payments have been made by Lockheed to any Canadian Government officials in connection with this transaction. We have received written assurances from Lockheed and the U.S. Government to con- firm this belief. The text of a formal aide mémoire from the U.S. State Department, dated 16 April 1976, is included as an Annex to the briefing material that has been distributed. Our own assessment of Lockheed's financial viability has been confirmed in a Diplomatic Note from the U.S. State Department, dated 29 April 1976, which states, in part, and I quote: "All things considered, it is the present judgment of the United States Government that the prospects are favorable for Lockheed to continue as a viable corporation." The text of this note is also included in the briefing material that has been provided. I would also like to draw your attention to Annexes K, L and M in your information kits. They are letters from Lockheed to us, and from the Bankers Trust Company and the Emergency Loan Guarantee Board, to Lockheed. All three letters are significant in that they constitute confirmation of Lockheed's ability to provide the substantially reduced financing which will not exceed $50 million at any time. In conclusion, I believe that upon reflection, Canadians will agree that with the purchase of our AURORA fleet, the Government has taken a major step towards meeting Canada's commit- ment to the NATO Alliance. Also, there is no doubt that this major purchase moves us forward in meeting our commitment to re-equip the Canadian Armed Forces. In addition to our NATO and Armed Forces commitments, the Government has, by this decision, greatly strengthened the aerospace industry in Canada for many years to come. I believe that in future years all Canadians, and particularly members of the Canadian Armed Forces, will be proud and reassured to know that the AURORA, the best long-range patrol aircraft in the world, will be guarding the sea approaches to Canada and patrolling our northern skies. Your earlier exchange of correspondence is attached at Tabs C and D The new agreement is based upon an extended delivery and financing schedule. Canadian Defense Minister Richardson at a July 21 press briefing announcing the decision said that the aircraft, which will be named AURORA, is essential to meet Canada's NATO commitments. Change Secretary Rumsfeld has sent a telegram (Tab B) to Richardson con (ate) gratulating Canada on the LRPA decision.
