Trudeau Expresses Appreciation for Eberle Mission
Canadian Prime Minister Pierre Elliott Trudeau has sent you the letter
at Tab A thanking you for your courtesy in sending Ambassador Eberle
to Ottawa last month to explain the Administration's economic program,
which you were presenting to the Congress.
The Prime Minister informs you that the presentation by the U.S. team
was considered valuable by the Canadian Government. He says he
shares your concern and your determination that careful steps be taken
to deal with the economic situation. And, he adds that he is looking
forward to discussing these and other matters with you.
Your working meeting with the Canadian Prime Minister is scheduled
for December 4, 1974. His letter of thanks is forwarded for your
information.

I am writing to thank you for your
courtesy in sending to Ottawa Ambassador Eberle
to discuss with us the economic program that
you laid before Congress last week. Both the
broad compass of your program and your willing-
ness to share your thoughts about it with the
Government of Canada were applauded here. I am
informed by the Ministers who spoke to Mr. Eberle
- the Secretary of State for External Affairs,
the Minister of Finance, and the Minister of
Industry Trade and Commerce - that the discussion
was valuable.
You may be assured, Mr. President, that
I share with you both your concern with the
present economic situation and your determination
that disciplined, careful steps must be taken in
order to deal with it. The fragility of the
world economic structure demands mature statesman-
ship and I rejoice at your clear declaration of

leadership. Canada supports without qualification
liberalization of world trade and stability in all
aspects of the international economic structure.

have just received by diplomatic courier from Prime Minister
Trudeau, expressing appreciation for the visit that Ambassador

I know that Mr. Trudeau is looking forward,
as noted at the end of the attached letter, to the discussions which
he will be having with the President on December 4.

SUBJECT:
Trudeau Thanks President for Eberle Mission
Prime Minister Trudeau has written the President to thank him for his
courtesy in sending Ambassador Eberle to Ottawa last month to review
the Administration's economic program. He informs the President that
the Canadians found their discussions with the U.S. team valuable, and
he says that he is looking forward to discussing economic and other
matters personally with the President.
(NOTE: The Trudeau letter was sent by Cadieux to Don Rumsfeld and
did not make its way to the NSC until November 8. While in the case
of this correspondence, no problem has been caused by the time lag, it
is of interest in that I have learned from Cadieux's executive assistant
that the Ambassador is trying hard to meet with Rumsfeld prior to the
Trudeau visit. I reminded the assistant that your office would be the
appropriate channel for discussion of substantive matters relating to the
visit.)
You may wish to forward the Trudeau letter to the President, inasmuch as
it offers another indication of the favorable foreign reaction to the Eberle
mission. The memorandum at Tab I would do this.

THIS WEDNESDAY, IN MY STATE OF THE UNION ADDRESS, I WILL
FORMALLY PRESENT POLICIES TO MEET THE ECONOMIC AND ENERGY
CHALLENGES WHICH ARE OF MAJOR IMPORTANCE TO THE UNITED
STATES AND TO THE INTERNATIONAL COMMUNITY. I SHALL, AT
THAT TIME, MAKE A NUMBER OF DETAILED PROPOSALS, MANY OF
WHICH I OUTLINED IN MY SPEECH TO THE AMERICAN PEOPLE ON
MUNDAY NIGHT, I WRITE YOU IN THE SPIRIT OF COLLABORATION
THAT ANIMATES OUR RELATIONS TO SHARE MY THOUGHTS ON THESE
NEW MEASURES.
OUR COUNTRIES AND OUR KEY TRADING PARTNERS HAVE RECENTLY
SEEN STRUGGLING WITH UNEMPLOYMENT, INFLATION, AND ENERGY
SHORTAGES. THERE ARE, AS WE KNOW, NO EASY ANSWERS TO
ANY OF THESE PROBLEMS, SINGLY OR IN COMBINATION, BUT
IT IS CLEAR THAT WE CANNOT AFFORD TO ADDRESS ONE ASPECT OF
OUR DIFFICULTIES WHILE IGNORING THE OTHERS. MOREOVER,
EACH COUNTRY MUST ACT TO ACHIEVE A BALANCE CONSISTENT WITH
ITS PRIORITIES AND ITS PARTICULAR ECONOMIC CIRCUMSTANCES
WHILE RECOGNIZING IT MUST ACT IN A MANNER WHICH FURTHERS
RATHER THAN HARMS THE ECONOMIC WELL-BEING OF OTHER
COUNTRIES.
MY POLICIES AIM TO DEAL DIRECTLY WITH THE ECONOMIC)
SLOWDOWN WE NOW FACE WITHOUT TRIGGERING THE MAJOR
I NFLATIONARY PRESSURES WHICH MIGHT RESULT PROM AN OVERLY
EXPANSIONARY POLICY. A TAX CUT, ALONG WITH MEASURES TO
STIMULATE INVESTMENT, SHOULD REINVIGORATE THE U.S.
ECONOMY AND IMPROVE CONFIDENCE. UNDER PRESENT CONDITIONS,
WE BELIEVE IT WILL NOT RESTIMULATE THE INFLATIONARY
SPIRAL.

ECONOMIC DISRUPTION BY FOREIGN SUPPLIERS BY 1985.
IMMEDIATE ACTIONS TO CUT ENERGY IMPORTS AND TO INCREASE

FUTURE. THIS, IN TURN, SHOULD HAVE A BENEFICIAL IMPACT ON
THE INTERNATIONAL ECONOMY.
IN CLOSING, LET ME EMPHASIZE THE IMPORTANCE I HAVE ATTACHED
TU HAVING HAD THE BENEFIT OF YOUR VIEWS ON THESE ISSUES IN
RECENT MONTHS. WE ARE STRONGLY COMMITTED TO WORKING WITH
YOUR GOVERNMENT AND OTHERS IN CONFRUNTING OUR COMMON
PROBLEMS. WHILE MUCH REMAINS TO BE DONE, WE ARE EN-

COURAGED BY THE POSITIVE STEPS WHICH HAVE BEEN TAKEN

On Thursday evening, October 23, the
Canadian Opera Company will perform the opera "Louis
Riel" at the Kennedy Center. The production forms
an important portion of the Canadian Bicentennial
Festival in Washington. Should you and Mrs. Ford be
free that evening I should be most happy if you would
accompany me as my guests to the opera performance.
The evening promises to be one of relaxation and
pleasure and it is in that mood that I extend this
invitation.
Should it be convenient to you both, I
would be delighted if you could join me and the
Canadian Ambassador for an early dinner at the
Canadian residence immediately prior to the performance.
I will readily understand, however, if your schedule
would not permit you to do so.
Margaret regrets that she will not be able
to travel to Washington on this occasion, much as she
would like to do so. She feels, however, and I agree,
that the date follows too soon the birth of our new
baby. She is confident, as am I, that there will be
many other opportunities for us to meet.

WEEKS. I HAD ORIGINALLY HOPED THAT OUR APPROACHES AT LOWER
LEVELS WOULD SETTLE THIS ISSUE PROMPTLY. BUT THESE PROVED
TO BE UNAVAILING. IN MY OWN CONTACTS WITH THE FRENCH PRESI-
DENT I TOLD HIM FIRMLY THAT I DEEMED IT ESSENTIAL THAT
CANADA PARTICIPATE, BOTH BECAUSE OF OUR OWN DIRECT INTEREST
AND BECAUSE OF CANADA'S GREAT WEIGHT INTERNATIONALLY.
GISCARD'S EXPLICIT RESPONSES REFERRED TO HIS CONCERN THAT
A FURTHER EXPANSION OF THE ORIGINAL GROUP WOULD REDUCE THE
INFORMALITY AND FLEXIBILITY OF THE OCCASION AND TO THE
DIFFICULTIES WE WOULD ENCOUNTER IN DECLINING THE CLAIMS
TO PARTICIPATION FROM STILL ADDITIONAL COUNTRIES; ESPECI-
ALLY IN EUROPE, AND FROM INTERNATIONAL ORGANIZATIONS LIKE
THE DECD. I HAVE TOLD HIM CATEGORICALLY THAT I FOUND
THESE REASONS UNCONVINCING AND COMPLETELY OUTWEIGHED BY

I HAVE ALSO COMMUNICATED EITHER DIRECTLY OR THROUGH
MY REPRESENTATIVES WITH THE OTHER SUMMIT PARTICIPANTS AND
I KNOW THAT ALL OF THEM HAVE STRONGLY SUPPORTED YOUR PARTI-
CIPATION. IT IS IN FACT CLEAR THAT ONLY FRANCE OBJECTS.
I HAVE NEVERTHELESS CONCLUDED THAT THE ORIGINAL PUR-

ment's purchase of the Long-Range Patrol Aircraft. I
hope that satisfactory arrangements can be worked out
which will allow the program to go forward.
I am confident of your own continuing concern that we
maintain adequate non-nuclear defensive and deterrent
capabilities in the context of NATO's collective defense
and in the defense of this continent. You are aware of
the reliance that my Government places on Canada and
the importance that all the Allies attach to the Long-Range
Patrol Aircraft program as a means of enhancing NATO
deterrent capabilities.
Given the importance we both attach to successful execu-
tion of the program in support of the common defense,

Message to Canada on Long-Range
Patrol Aircraft
US-Canadian relations have just been complicated by the Canadian
Government's decision not to proceed with the purchase of 18
Lockheed P-3 long-range maritime patrol aircraft for the moderni-
zation of Canada's ASW capabilities -- of importance in the NATO
context. The decision reflects the Cabinet's reluctance to engage
the government in guarantees of private financing arrangements.
Canada made the decision to purchase the aircraft in 1975. With the
Lockheed scandals this year and Lockheed's financial situation in
mind, the Canadian Government devoted close attention with Lockheed
and U.S. officials to the financial arrangements for the aircraft
purchase, and only a few weeks ago the matter seemed to have been
satisfactorily resolved. However, on May 18, Prime Minister
Trudeau -- under tremendous domestic political pressure on the
issue -- personally led his Cabinet in reversing the previous Canadian
position and in rejecting the two most likely alternatives for the
approximately $300 million front end financing. At the NATO Ministerial
Meeting in Oslo on May 21, Canadian Foreign Minister MacEachen
confirmed that Canada would not be proceeding with the Lockheed
purchase.
I think it would be worthwhile at this point for you to send a message
to Prime Minister Trudeau (proposed text at Tab A) reviewing the
importance you attach to adequate Canadian contributions to NATO
and the importance of the ASW aircraft in this context, and informing
Trudeau that you have requested the Department of Defense to assist
potential U.S. suppliers in restructuring their proposals to conform
with Canadian financing requirements.

Deputy Secretary of Defense Ellsworth has sent you the memorandum at
Tab II forwarding a proposed message from the President to Prime Minister
Trudeau emphasizing the importance of Canada maintaining her commitment
and defense force contributions to NATO -- and stating that he has requested
Defense to work with the Canadians to come up with satisfactory financial
arrangements for the purchase of a U.S. Long-Range Patrol Aircraft.
It is my understanding that you have touched base with the Secretary of
State on this DOD proposal and that he is not enthusiastic. I do not believe
a message from the President to Trudeau would be either appropriate or
productive at this point. If there is a summit meeting this summer, the
subject can be addressed. I believe it would be preferable to have either
Secretary Rumsfeld or Bob Ellsworth communicate the desired information
to Canadian Defense Minister Richardson. If you agree, the memorandum
for your signature to the President at Tab A would review the issue and
recommend that the proposed message be sent at the Defense-to-Defense
level.

Thank you for your letter of May 28
dealing with the Canadian Government's proposed
purchase of long range patrol aircraft.
It has been a matter of considerable
disappointment to my Cabinet colleagues and me
that, despite the considerable efforts by the
parties concerned, it has not been possible SO far
for us to conclude arrangements for the purchase
of these aircraft from the Lockheed Corporation as
envisaged. However, you will perhaps be aware that
a revised proposal has recently been submitted to us

by the Lockheed Corporation and it is currently
under evaluation here. When I discussed this fact
with Ambassador Enders recently I assured him that
my colleagues and I would not attempt to pass

to the defence of the North Atlantic. If it should
eventually prove impossible for us to go ahead with the
purchase of aircraft from the Lockheed Corporation,
it is our intention to proceed as quickly as possible
by some alternative process to obtain the modern
equipment required to maintain our long range maritime
patrol capability.

June, noting that Canadian authorities and Lockheed have been successful
in reducing the amount of initial financing required for the purchase of the
aircraft;
-- assures you that Ottawa attaches the highest priority to maintaining

Subject: Proposed Letter from President Ford
to Prime Minister Trudeau
With the decision of the Canadian Government to go
ahead with the long-delayed purchase of the Long-Range
Patrol Aircraft from Lockheed, the Department believes
it would be appropriate for the President to write a
short note to Prime Minister Trudeau expressing his
personal satisfaction. This issue had been the subject
of an earlier exchange of letters between the two and
had also been discussed during their bilateral meeting
at the White House on June 16. Attached is a suggested
draft text of the President's letter.
We would not intend to make this letter public
nor expect the Canadians to do SO. However, we believe
a personal expression of appreciation by the President
for this very significant Canadian decision would also
serve a secondary purpose, i.e., to signal to Canadian
leaders that, despite recent differences over Canada's
China stance in the Olympics, we are desirous of main-
taining the good bilateral relationship as well as the
excellent personal relationship between the President
and Prime Minister Trudeau.

On July 21, the Canadian Government signed a $697 million contract
with Lockheed for purchase of 18 CP-140 Long Range Patrol Aircraft
(LRPA) for ASW use. You had earlier sent a letter to Prime Minister
Trudeau stressing the importance of this purchase to our common
defense after the Canadian cabinet decided on May 18 not to guarantee
the two most likely financing alternatives. Your earlier exchange of
correspondence is attached at Tabs B and C. The new agreement is
based upon an extended delivery and financing schedule.
Canadian Defense Minister Richardson at a July 21 press briefing
announcing the decision said that the aircraft, which will be named
AURORA, is essential to meet Canada's NATO commitments.
The letter for your signature to Prime Minister Trudeau at Tab A
would express your pleasure with the Canadian decision in terms of
the contribution that the LRPA will make to NATO's defense capabilities.
Your letter has been coordinated with Doug Smith in Robert Hartmann's
office.

a revised proposal has recently been submitted to us

financing difficulties that have complicated your Govern-
ment's purchase of the Long-Range Patrol Aircraft. I
hope that satisfactory arrangements can be worked out
which will allow the program to go forward.
I am confident of your own continuing concern that we
maintain adequate non-nuclear defensive and deterrent
capabilities in the context of NATO's collective defense
and in the defense of this continent. You are aware of
the reliance that my Government places on Canada and
the importance that all the Allies attach to the Long-Range
Patrol Aircraft program as a means of enhancing NATO
deterrent capabilities.
Given the importance we both attach to successful execu-
tion of the program in support of the common defense,
early resolution of the LRPA procurement issue is

MINISTER OF NATIONAL DEFENCE
ON THE
LONG RANGE PATROL AIRCRAFT PROGRAM
Gentlemen:
I have requested this media briefing in order to announce
the Government's decision on the purchase of long-range patrol
aircraft.
Because of the support for the Armed Forces and for NATO
provided by Members of both sides of the House, and because the
House is not sitting at the present time, I have, prior to this
briefing, sent copies of all material being distributed today to
the leaders of the opposition parties and to their defence critics.
With me this morning are a number of senior officers and
officials from my department, and other government departments, who
will be most willing to join with me in answering any questions you
may have. First of all, however, I would like to tell you the main
features of this major purchase aimed at increasing the anti-subma-
rine capability of the Canadian Armed Forces and to improve and
expand the surveillance of the high Arctic and the sea approaches
to Canada.
Early this morning, my Colleague, the Minister of Supply
and Services signed the contract with Lockheed for a fleet of 18
CP-140 long-range patrol aircraft.
This contract, which is for $697 million, calls for the
provision of the aircraft, and also for the associated systems;
the data interpretation and analysis centres, training costs,
training devices and publications, as well as associated services.
Other DND-related costs, federal sales tax and non
committed funds, account for a further $334.7 million, bringing
the total program cost to $1031.7 million. This total figure is
$29 million lower than the $1061 million figure in the National
Defence estimates. It will be recalled that the total program cost
of the previous Lockheed proposal was $953 million, to which $108
million was added for financing costs, making a total of $1061
million.
Under the contract signed today, all deliveries are to
be completed by March 1981.

The Government has determined, beyond doubt, that a new
fleet of long-range patrol aircraft is essential, if Canada is to
meet its commitments to collective security in NATO and achieve its
national objectives in sovereignty matters.
Our membership in the North Atlantic Treaty Organization
entails an obligation to patrol and defend large areas of the North
Atlantic. Similarly, off the West Coast, we have undertaken, with
our American allies, a commitment to protect the Pacific approaches
to the North American area of NATO. To carry out these missions in
a manner credible to ourselves and to our Allies, we must have
modern, effective equipment.
Although the new long-range patrol aircraft is designed
primarily for military tasks related to the defence of North
America and the North Atlantic, it will be developed and equipped
to undertake civilian as well as military tasks, in order to
protect Canada's growing sovereignty interests, particularly in
coastal waters and in the Arctic. We have made provisions for
inclusion of special sensor systems which will enable us to provide
other departments with capabilities they do not now have.
Because our new Canadian aircraft will have so many
unique and advanced characteristics --- because it will be in a
class by itself -- we have given it a name to distinguish it from
other long-range patrol aircraft. We have named it AURORA. We
have named it AURORA after the northern lights -- a distinctive
feature of the Canadian north -- the Aurora Borealis.
In mythology, AURORA is the goddess of the dawn and is
said to set out before the sun. For this reason also, AURORA is
an appropriate name for an aircraft that patrols before the dawn,
as well as in the daylight hours.
I like to think that AURORA will reflect not only the
dawn of a new era in our long-range patrol capability, but also
the dawn of a series of major capital acquisitions that will
modernize the equipment of the Canadian Armed Forces.
Extensive studies have established that the AURORA is
the most cost-effective purchase we could have made within our
budgetary resources. It is essentially the same aircraft as the
one previously proposed by Lockheed, and it is capable of perform-
ing the same military missions.
By combining the best of two proven basic systems --
the engines and airframe of the P3 with the acoustics and avionics
components of the carrier-borne S3A Viking aircraft -- we nave
succeeded in designing a new system that has the combined
advantages of long-range capability and excellent ability to
accomplish missions over both deep and shallow waters. Because of
the growth potential of its equipment, the AURORA will remain a
superior system into the next century. It is also worth noting

that the Lockheed aircraft uses considerably less fuel than would
be required by a pure-jet aircraft. This characteristic is
important in energy conservation, as well as in reducing operating
costs.
It should be clearly understood that Canada, in demand-
ing a specific type of aircraft to meet its particular needs and
commitments, is also gaining industrially as a result of those needs.
The costs of a large purchase such as this are often emphasized
without giving due consideration to the very substantial industrial
benefits and high technology job opportunities that these
expenditures bring to many aerospace workers and to many parts of
Canada.
The Lockheed purchase provides outstanding and long-term
industrial benefits to Canada. The Lockheed Corporation has under-
taken firm contractual commitments to place some $414.6 million
worth of program-related and offset work with Canadian manufacturers
and suppliers. The company is also committed to transferring to
Canadian plants the production of future P3 aircraft components
amounting to approximately $168 million.
There will also be opportunities, on a "best efforts"
basis, for Canadian companies to participate in new manufacturing
projects throughout the years 1981-1995. This "best efforts" work
could bring some $350 million in additional industrial benefits.
In all, the contractual and projected industrial benefits
will amount to as much as $932.6 million, which is considerably
more than the $697 million Lockheed contract and some $2.6 million
more than was provided for in the earlier Lockheed proposal.
The cost of each completely-outfitted aircraft is $21.23
million, for a total in program dollars of $382.2 million for all
18 aircraft.
It will be apparent that the largest part of the total
expenditure is not for the airplane. It is for such items as the
complex ground data-processing centre at Greenwood, a smaller data-
processing centre at Comox, complete flight simulators, other ground
nstallations; training and test equipment, special tools, spares,
nuals, project office expense, contingencies, and federal sales
x -- all of which would be required regardless of which aircraft
as selected. The cost of all these amount to $526.9 million.
The one unique cost of the long-range patrol aircraft
program is the one-time engineering expense of $122.6 million to
combine the basic aircraft with its array of surveillance and
navigation equipment.
It should be noted that the $16 million that would have
had to be paid to Lockheed for start-up and development costs will
not be lost, but will now be applied to the AURORA program.

I should at this time also mention the steps we have
taken to ensure that the proposed arrangements with Lockheed
represent a minimum of financial risk to the Government of Canada.
The Government is completely satisfied that no improper
payments have been made by Lockheed to any Canadian Government
officials in connection with this transaction. We have received
written assurances from Lockheed and the U.S. Government to con-
firm this belief. The text of a formal aide mémoire from the U.S.
State Department, dated 16 April 1976, is included as an Annex to
the briefing material that has been distributed.
Our own assessment of Lockheed's financial viability has
been confirmed in a Diplomatic Note from the U.S. State Department,
dated 29 April 1976, which states, in part, and I quote:
"All things considered, it is the present
judgment of the United States Government
that the prospects are favorable for
Lockheed to continue as a viable corporation."
The text of this note is also included in the briefing
material that has been provided.
I would also like to draw your attention to Annexes K,
L and M in your information kits. They are letters from Lockheed
to us, and from the Bankers Trust Company and the Emergency Loan
Guarantee Board, to Lockheed. All three letters are significant
in that they constitute confirmation of Lockheed's ability to
provide the substantially reduced financing which will not exceed
$50 million at any time.
In conclusion, I believe that upon reflection, Canadians
will agree that with the purchase of our AURORA fleet, the
Government has taken a major step towards meeting Canada's commit-
ment to the NATO Alliance. Also, there is no doubt that this major

commitments, the Government has, by this decision, greatly
strengthened the aerospace industry in Canada for many years to come.

and reassured to know that the AURORA, the best long-range patrol
aircraft in the world, will be guarding the sea approaches to Canada

On July 21, the Canadian government signed a $697 million contract
with Lockheed for purchase of 18 CP-140 Long Range Patrol Aircraft
(LRPA) for ASW use. You had earlier sent a letter to Prime Minister
Trudeau stressing the importance of this purchase to our common
defense after the Canadian cabinet decided on May 18 not to guarantee
the two most likely financing alternatives. Your earlier exchange of
correspondence is attached at Tabs C and D. The new agreement is
based upon an extended delivery and financing schedule.
Canadian Defense Minister Richardson at a July 21 press briefing
announcing the decision said that the aircraft, which will be named
AURORA, is essential to meet Canada's NATO commitments.
Secretary Rumsfeld has sent a telegram (Tab B) to Richardson con-
gratulating Canada on the LRPA decision.
The letter for your signature to Prime Minister Trudeau at Tab A
would express your pleasure with the Canadian decision in terms of
the contribution that the LRPA will make to NATO's defense capabilities.
Your letter has been coordinated with Doug Smith in Robert Hartmann's
office.
