I am pleased to inform you that the United States
Government extends recognition to Mozambique.
It is our hope, with your agreement, that
diplomatic relations can soon be established between
our two countries.
We congratulate your leaders and their Portuguese
colleagues on the wise statesmanship that has led
to Mozambique's independence.
The American people share with the people of
Mozambique the knowledge that hard-won individual
liberty and national independence can be preserved
only by unremitting labor and sacrifice.
As we strengthen and multiply our bonds of mutual
friendship, I am confident of a future in which our
two peoples will work together in the freedom,
peace and security of all mankind.

Recognition of Mozambique and Establishment of Embassy
at Lourenco Marques
In accordance with an agreement reached on September 7, 1974, between
Portugal and representatives of the nationalist Front for the Liberation
of Mozambique (FRELIMO), the Portuguese territory of Mozambique is
to become fully independent on June 25, 1975.
This country of 8.7 million people comes to independence after an eleven-
year guerrilla struggle against Portugal. FRELIMO, its principal liber-
ation group, now dominates a Portuguese-headed transitional government,
and believes that its efforts were largely responsible for ending colonial-
ism in all of Portuguese Africa. Much of black Africa shares this view.
In terms of our overall relations with Africa and of our bilateral interests
in the countries of southern Africa, I believe it important that we establish
diplomatic relations with Mozambique shortly after independence.
Mozambique probably will be recognized promptly by most other nations,
and undoubtedly will apply for UN membership soon after independence.
If you approve US recognition of Mozambique, I will seek an early op-
portunity to notify the FRELIMO leadership of this fact and of our intentions
to establish diplomatic relations at the Embassy level.

I'd like to mention two things about the attached
staff study:
1. I understand second-hand that Larry Eagleburger
is particularly interested in getting a Presi-
dential decision on the recognition of Mozam-
bique in order to free him to proceed with
certain administrative matters dealing with
the establishment of Embassy in Lourenco
Marques and the appointment of an Ambassa-
dor.
2. You will note in the suggested Presidential
letter that we have not provided a full title
and address for Samora Machel, the reason
being that while State is certain he will be the
appropriate addressee, his exact title is as
yet not known.

On April 19 you wrote the President seeking approval of US recog-
nition of Mozambique immediately on its attainment of independence,
scheduled for June 25, 1975, and of raising our Consulate General
in Lourenco Marques to an Embassy on that date (Tab B). I would
like to recommend a slight variation of that memorandum (Tab A).
First, I believe it would be useful to seek a Presidential signature
on a letter to the Chief of State of Mozambique extending recognition
which would be dated and delivered June 25 either by the US delegation
to independence ceremonies, if there is one, or by our diplomatic
personnel in Lourenco Marques. A suggested text, approved by
Paul Theis, is at Tab I.
Secondly, once the President has approved recognition, I believe it
would be useful if the State Department could seek an early opportunity
to convey this information to the Mozambique authorities. Such ad-
vance notice would facilitate our preparation for engaging in diplomatic
relations with the new state. This advance notice could be conveyed
either by a letter from you to the FRELIMO leadership or by Assistant
Secretary of State Nat Davis personally, should he visit the area prior
to June 25. My suggested memorandum from you to the President
contains a phrase indicating to the President your intention to give this
advance notice of recognition, once he has made his decision.
RECOMMENDATION
That you forward to the President the memorandum at Tab A
