close ties of friendship which unite our peoples. There
could be no more fitting observance of this friendship
on this important occasion than a visit by Your Majesty

The British have informed us that our proposed dates of July 7 - 11, 1976,
have been accepted by Buckingham Palace as convenient for a State Visit
by Queen Elizabeth to the United States for the Bicentennial. For the
Queen to accept officially, a formal invitation is required.
The letter for your signature to Her Majesty at Tab A would formally
extend an invitation to Queen Elizabeth II and the Duke of Edinburgh to
visit the United States from July 7 - 11, 1976. It would also state that
the visit will serve to underscore the very close ties of friendship which
unite our peoples.
Your letter has been cleared with Paul Theis.

DRAFT LETTER OF INVITATION
Your Majesty:
In a little more than a year it will be two centuries
since it became necessary for our people "to dissolve the
political bonds" which connected them to yours and "to as-
sume among the Powers of the Earth, the separate and equal
station to which the Laws of Nature and of Nature's God
entitle them..." We celebrate this great event mindful that
the liberty to which we gave expression in the Declaration
of Independence was based on principles of human freedom
which had been planted, nurtured, and brought to fruition
in Britain, the land to which so many of our first citizens
traced their origins.
United as we were by ties of kinship, as well as by a
common devotion to these principles, it was surely inevitable
that we should have evolved from the bitterest of opponents

Majesty Queen Elizabeth II has sent you the letter at Tab A in which
she accepts the invitation you extended to her and the Duke of Edinburgh
to pay a State Visit to the United States during July 7 - 11, 1976.
The visit will be announced simultaneously at Buckingham Palance and
the White House on Friday, June 27 at 10:00 a.m. (EDT). This
memorandum is to inform you of Queen Elizabeth II's acceptance.

Announcement of Queen Elizabeth II's State Visit
The information memorandum for your signature to the President at Tab I
would forward Queen Elizabethill's letter of June 19 in which she accepts
the President's invitation to pay a State Visit to the United States during
July 7 - 11, 1976.
The British would like to announce the visit on Friday, June 27, 1975 at
10:00 a.m. EDT simultaneously at Buckingham Palace and the White House
(Embassy note at Tab III). The announcement and related Q's and A's at
Tab II have been prepared for this purpose.
Finally, I would recommend that Jeanne Davis forward a copy of Queen
Elizabeth Il's letter of acceptance to the Department of State for the infor-
mation of Protocol and the European Bureau. The memorandum at Tab IV
would do this.
Jack Marsh concurs.
RECOMMENDATION
1. That you sign the memorandum for the President at Tab L
2. That you approve the announcement text and Q's and A's at Tab II for
Mrs. Vanderhye's further action with Ron Nessen.

A: Her Majesty's last visit was in 1957 -- October 16-21, 1957. She visited
as Princess Elizabeth in October 31 - November 2, 1961.

A: No, I do not have anything further on the subject of the Bicentennial today

that there will, of course, be a welcoming ceremony, talks and a State
Dinner at the White House.
