TREATMENT= Vouchers increase +$100m, SAMHSA, DRUG COURT INCREASE +$20m, RESIDENTIAL SUBSTANCE ABUSE TREATMENT (RSAT) (+$40m) SUPPLY REDUCTION +$250M HHS There are three main programs within the Substance Abuse and Mental Health Services Administration (SAMHSA) at HHS related to demand reduction that provide resources for youth services. Competitive grants are funded through the Programs of Regional and National Significance (PRNS). Within SAMHSA, the 2005 request includes: 1 1. Substance Abuse Treatment PRNS -- $520 million, a net increase of $98 million above the FY 2004 Conference, including a $100 million increase for Access to Recovery vouchers for subtance abuse treatment to fund ATR at a total of $200 million. A portion of Treatment PRNS dollars outside of ATR supports grants to treatment providers for adolescent drug treatment services. 2. Substance Abuse Prevention PRNS -- $200 million, at the FY 2004 Conference level. This program provides grants to States and local entities to promote and support proven substance abuse prevention services primarily for youth. 3. Substance Abuse Prevention and Treatment Block Grant -- $1.8 billion, an increase of $53 million above FY 2004. By statute, 20% of the block grant supports prevention services primarily for youth in schools and communities. Education The 2005 Budget requests level funding for the Safe and Drug Free Schools at the FY 2004 Conference level of $600 million, which provided $445 million for Safe and Drug Free Schools state grants and $155 million for national programs. 2 Withdrawal Marker The George W.
