Wires the President that the press carried the report
that the Secretary of the Navy will reduce the Navy personnel
by 4, 800 men in order to adjust the Navy to the limitations of
the London Naval Treaty. Feels that the distress Caused by unemployment
is incalculable and adding to this condition would be most de-
plorable. Hopes some "method may be devised whereby this outting
down can be Richey replied to Rep. Celler that
no seamen are to be discharged from the Navy as enlisted men cannot
be discharged under the law, but that the proposal is merely to
gradually slacken enlistment until the navy is in balance with the
program.
