SENATOR HASTINGS dictated the attached, over 'phone
Asks that you call him upon your return.
RESOLVED, That it is the sense of the
Senate of the United States that the relief of
human suffering in this emergency should be left
largely to the various states and local commun-
ities where the suffering exists, and that the
Federal government should assist in this matter
by advancing as rapidly as possible concentrated
work on all kinds of Federal public improvements.
