3. already been issued for making borings at the Kremling reser- voir site, to determine the suitability of the foundation for the dam. Owing to high water, it will not be practicable to be- gin these borings before July. In the meantime, an examination will be made to determine the possibilities of storage at other points, and whether somo modifications of the Government plans can be made to accomodate the requirements of railroad construc- tion. It is respectfully suggested that as these borings and surveys approach completion in the coming autumn, a smail board of competent engineers be detailed to examine the re- sults of such investigations, to confer with the railroad en- gineers on the ground as to alternative locations for railroad construction, and to consider all facts bearing upon this problem and make recommendations for transmission to the Department con- cerning the advisable policy to be followed, to the end that the greatest public interests may be conserved by the use of this great natural opportunity.
