ness or good nature into giving some trivial information to some
newspaper man whom he wishos to befriend or for whom he feols sorry,
for to do this is, in the first place, to wrong the other nowspaper
men, and in the next place, render it necessary that the undesirable
habit of making public announcement of what has been done at the
Cabinet meeting should be resumed. The Pres ident asks the particular
attention of overy member of the Cabinet to this matter. Moreover,
if any announc ament of a policy is made by any Cabinet officer, it
is to be made first to the three press associations before it is made
to any special correspondent, but this is not to apply to anything
discussed in the Cabinet, which is to be told to no one.
