    "ocrText": "COPY.\nTHE WHITE HOUSE,\nWashington.\nOyster Bay, N.Y.,\nAugust 18, 1906.\nMy dear Mr. Secretary:\nI enclose a letter, dated August 15th, from ex-Senator Jones as\nAttorney for Theodore N. Barnsdall of Pittsburg, Pennsylvania, accom-\npanied by certain papers. I received from him as well as from you a\ncopy of the printed pamphlet containing the examination before you on\nthe question of leasing oil lands and natural gas wells in the Indian\nTerritory and Oklahoma. It appears that Mr. Barnsdall is in a certain\nsense the representative of Messrs. Guffey and Galey, or at least has\ninterests with them.\nThis is not a matter with which I am especially familiar, and be-\nfore coming to even a tentative decision as regards any of the points\nraised in this letter I shall want to hear from you, and very possibly\nto go over the whole matter in the Cabinet, where we can have the benefit\nof the judgment of the trained lawyers among its members. Would it not\nalso be woll to have a report from Garfield on this matter, inasmuch as\nhe made some very careful investigations into the Standard 011 business\nin Kansas, and I suppose in the Indian Territory and Oklahoma? My\ngeneral principle, as you know, is that it is inadvisable from every\nstandpoint for the Government to spend its efforts in seeking to pre-\nvent a combination; that the true course for the Government to pursue\nis not to try to prevent combinations, but to reserve its right to\nexercise a rigid and effective control over them in the interest of\nthe public, and of course doubly in the interest of the Indians, who\nare the special wards of the Government.
