Sir:
I have the honor to acknowledge the receipt by your reference of
a letter from H. C. Baird, former United States Indian agent for the
Santee Agency, Nebraska, to the President, and referred to you. The
Secretary to the President requests a report in the case of Mr. H. C.
Baird, of Nebraska, who desires appointment as superintendent of the
Santee Boarding School, Santee Agency, Nebraska, and in accordance
with your request I have the honor to submit the following report:
Mr. George W. Saunders, of Nebraska, was regularly appointed by
the President, on April 24, 1902, "by and with the advice and consent
of the Senate", as United States Indian agent for the Santee Agency in
Nebraska. I had previously recommended the abolishment of the agency
at Santee and the placing of the Indians under a bonded superintend-
ent, whi ch recommendation had met the approval of the Secretary, and
Supt. Wilbert E. Meagley, of the Fort Peck Reservation Boarding
School, Montana, had been suggested as a proper man for this position.
Subsequent to the appointment of Mr. Meagley it was developed that a
new agent was to be appointed, the term of Mr. H. C. Baird having ex-
pired. The new agent, Mr. Saunders, was so appointed and confirmed.
Being desirous still of carrying out the general policy of abolishing
Indian agencies at those places where I deemed them unnecessary, I yet
desired to effect the change at Santee. In my judgment the Indians
