Copy. DAVIS & GARNETT, Attorneys at Law. Gainesville, Texas, Jan. 7th, 1903. Hon. John H. Stephens, Washington, D. C. Dear Sir: I was at Chickasha last Saturday. Guy P. Cobb with about twenty armed Indian Police was there threatening to seize and drive off cattle, and were intimidating some people into paying money. In order to prevent friction and strife, I submitted to Cobb the proposition, a copy of which I herewith hand you. Cobb seemed to think the proposition was fair, and said he would recommend its acceptance by the Indian Agent or Indian Inspector. I have just received the enclosed letter from Mr. Rid- dle showing that Cobb's recommendations were turned down. Cobb and his Police will harass the good people of the Chickasaw Na- tion until they are provoked into standing them off at the muz- zle of a winchester, and probably some of them will be killed. Of course, when this is done, a blood curdling report will be sent to Washington. I want you to keep these papers so as to be able to show how my clients have sought to avoid strife and friction, and whatever is done is because of the persistent ef- forts of the officials of the Interior Department to tyrannize and oppress.
