My dear Sir:
By direction of the President I beg to send you
the enclosed petition signed by the Cudahy Oil Company
and others, requesting authority to lay a pipe line
through the Osage Indian Reservation.
The President suggests that it would be well for
you to consult with the Attorney General about this
and then make a report to the President on the subject.
