Dear Mr. Secretary: In response to your request I send herewith a memorandum stating the condition of theNorthern Montana Irrigation project. The work is being pushed as rapidly as is consistent with a com- pliance with the irrigation law and sound engineering practice. No one can be more desirous than are the officers of the Survey, to S see the St. Mary--Milk River project inaugurated and carried to a successful conclusion. It is anticipated that the Board of Engineers will visit the Milk River valley in the early spring, and if in their judgment the estimates are correct, advertisements for bids will be made as soon as you give the authority.
