On. the other hand the sites presented by Mandan have
not the natural drainage, and the altitude of the land is so
much lower than that of Bismarck, that the health of the chil-
dren may prove to be a serious. drawback in keeping up the aver-
age attendance,

feel honored that my views has been asked for in
the matter, and in expressing them as I have, I am actuated
solely in the belief that it would be to the best interests
of the Indians of Standing Rock Agency whom I represent,
