Mr. President:- I take the liberty of writing you in the interest of General Frank A. Armstrong who is at present employed in the Interior Department in some special capacity in connection with Indian affairs and under a special appropriation. At the time of the appointment of General Armstrong I saw President McKinley in person and asked him if he would make this appointment. General Armstrong is a Gold Democrat and I took the liberty as a Gold Democrat of asking this appointment. President McKinley was exceedingly kind at the time and wrote a letter at once to the Secretary of the Interior, Mr.Hitchcock, with the result that General Armstrong received the appointment. I may add that Senator McComas was kind enough to visit the Secretary of the Interior and urge the appointment. I learn that the work of General Armstrong has been eminently satisfactory.
