E.M.
DEPARTMENT OF THE INTERIOR,
WASHINGTON.
December 21, 1903.
Mr. E. A. Schicker,
Receiver of Public Moneys,
Camden, Arkansas.
Sir:
This Department has been informed that several federal of-
ficers under its jurisdiction have been taking an undue interest
in local politics, sometimes leaving their posts of duty and go-
ing to other counties for the purpose of interfering in county
and township conventions, and that you yourself recently spent
several days going from one township to another in the endeavor
to control the delegates.
You are hereby informed that such conduct is directly con-
trary to the wishes and orders of the President, who has fre-
quently expressed himself to the effect that office holders must
not use their offices to control political movements, must not
cause public scandal by their political activity, and that their
taking part in political conventions is highly undesirable.
You are hereby strictly enjoined to avoid in future any
such conduct as that above described.
very respectfully,
E. A. HITCHCOCK
Secretary.
Through the Commissioner
of the General Land Office.
