THE WHITE HOUSE, WASHINGTON. February 28, 1906. My dear Mr. . Secretary: The President finds that he has been making a number of exceptions to the classified service in the matter of appointments recently. He does not desire to do so any more and he requests that each Department endeavor for the remainder of this year to get on without making any such exceptions. Then at the end of the year he wishes a report made to him if there are any specially moritorious cases as to which exceptions should be made. The diffi- culty is that while in each case there seoms to be a good reason for the exception, and as a matter of fact there is a good reason if that case is taken by itself, the cases in the aggregate tend to mount up to an improper degree.
