My dear Mr. Secretary:- I have your telegram of the 9th, asking my opinion, concerning C. C. Bever of Billings for Re- ceiver of the land office at that point, and Elmer E. Essellstyn, recommended for register. I have no personal acquaintance with either of those gentlemen, and have gained such information as I could of them from bankers, lawyers, and others. Bever was in the legislature several years ago. He is a very strong party man, is of very affable manners, genial, and was very well liked by those with whom he came in contact. I am told by men who know him well that his moral character is excellent, and he is re- garded as an honest man. There is a very bitter factional division among the Republicans in Yellowstone County, in which Billings is situated. Senator Carter is very influ- ential with one faction, and there is a bitter opposi-
