MEMORANDUM FOR MR. HOPKINS
THE WHITE HOUSE
There are attached for your information and files copies
of telegrams containing the message from the President to President
Bayar of Turkey, and Prime Minister Venizelos of Greece, regarding
the invitation on behalf of the NATO Council for Greece and Turkey
to become a full member of NATO. There is also attached a copy of
the secret message from the President to President Bayar, regarding
preliminary conversations with Turkey concerning the setting up of
a Middle East Command. These messages were approved by the
President Thursday, September 20, during Acting Secretary Webb's
appointment with him.
