MEMORANDUM FOR MR. DAWSON
Subject Information requested of Civil Service Commissi on
by Flanagan, Hoey Subcommittee Counsel, on employ-
ment histories of the 91 State Department homosexual
cases.
You asked me for my views today as to whether Civil
Service Commission should be authorized to furnish this informa-
tion to Mr. Flanagan. It is my opinion that they should. I
have mentioned it to Charlie Murphy, who agrees.
All this is on the assumption, of course, that no
names will be furnished or mentioned in the material given
Mr. Flanagan. Mr. Hatcher's memorandum of July 14 to Mr.
Moyer in the attached file which you sent me states that the
attached proposed memorandum furnishing the information de-
sired by Flanagan "has been prepared omitting names of
individuals". If this memorandum was really prepared on
this basis, whoever prepared it has been unbelievably negli-
gent. There are at least 13 instances in which names have
been mentioned which I have circled in red. I suggest that
the Civil Service Commission be asked to go over this material
with a fine tooth comb, not only for names but for other errors
or inadvertencies which may still be there.
