MEMORANDUM FOR MR. CLARK CLIFFORD
The attached telegram from Ambassador Smith
in Moscow explains why he sent the letter to
Mr. Molotov concerning the article about the
President without the changes that were suggested
by the Department and by you.
A copy of the corrected text of the letter
as sent by Ambassador Smith to Mr. Molotov is also
attached.
