Dear Governor Youngdahl:
On July 26, 1948, the President issued Executive Order
No. 9981, concerning equality of opportunity within the Armed Forces
of the United States. For your information, I am enclosing a copy
of that Order.
The question which you have raised in your previous corres-
pondence with me, that is, the integration of negroes into the National
Guard of Minnesota, wi 11 be given very serious study by the President's
of Treatment opportunity
Committee on Equality in the Armed Services. It is the purpose of the
Committee to consider the means of solving the problem you present,
and relatics problems.
As Secretary of the Army, I must defer action on your request
pending the Committee!s report and the President's action.thereon.
