the recommendations of the Granger group, or that it should be prefaced
by a statement from the Secretary of the Army, stating that this report
is being released in connection with the issuance of the Executive
Order and the preparation of materials for the President's Committee on
Equality of Treatment and Opportunity in the Armed Services.
While this will not take care of the deficiencies in the
report, it will at least avoid the seeming disavowal of the President's
policy.
