Mr. Webb:
After the Cabinet meeting this morning I asked the President
how Isador Lubin stood with him. The President said that he
had the highest opinion of Lubin and great regard for him. He thought
he was a straight thinker, a straight shooter and completely loyal to
the President. I said that we had been thinking of using him in con-
nection with Point 4 of the Inaugural Address and wanted to know hosv
the President would feel about President went on to say that
he knew that Mr. Lubin would like to return to Government service.
The President had under consideration plans for using him. If
we wanted him in the State Department that would meet with the
President's entire approval, but we would have to move with some
despatch as the President might move himself.
