CONTINENTHY 96 March 28,1949 ARCHIVES AMD The Législative Program: ITO and NATIONAL RECORDS Military Implementation Bills Congressman McCormack telephoned the Secretary just after the Secretary had gone to keep his 12:30 appointment with the President. The Congressman asked that the following message be given to the Secretary: "When the Secretary has the legislation drafted on the two TTO bills and also the military implementation of the North Atlantic Pact, either he or his representative should come up to see the Speaker, himself and the Parliamentarian of the House with regard to Committee reference. They will have to see the bills before order of reference can be determined. Congressman McCormack took this up with the Parliamentarian immediately after the meeting this morning and this is his suggestion. They expect the Speaker back tomorrow or the next day."
