After a few prelininary remarks in Inglish, lir. Aklilou lapsed in to French and his resarios wore tronalated for the greater part by Mr. Spencore lbr. Akiliou talited rapidly in Prench and the translation procededed as though his statements had been well rehearsed beforehand. On leaving the Secrotary's office, Mr. Spencez gave Mr. Moose a meporandus of the points raised in the conversation. that menorandua le attsched hereto (Tab A). The pointa therein described were not strictly followed in Mr. Aklilou's convorsation with the Secretary. Mr. Aklilou espressed his pleasure at seeting the Secretary for the first time, and renarked that he had bean coning to the United Statea regularly since 1945, whon he was a delegate to the San Francisco Conven- tion. The Emperor of Ethiopia, according to Mr. Aklilou, is a fim believer in an internstional organization such as the United Nationa. His faith in the Langue of Nations caused the Emperor to roly on that organisation in his confliet with Fanciat Italy. Although Ethiogia had been vanquished in the conguest, the Baperor'a faith in international cooperation renained unshalon. DECLASSIFIED After E.
