My own view, I said, vas that Mr. Biddle could
be more useful in some other post. I said that I had
not mentioned this suggestion to the President but that
I had in mind that before long Mr. Winship would
probably be retiring as our Ambassador in South Africa;
that we had questions of the utmost importance with
South Africa which would require the handling of a skill-
ful lawyer. The post vas one which I thought might
appeal very much to Mr. Biddle. He shoved interest.
I reported this conversation to the President, who
approved of what I had said and who said that if the
possibility of South Africa matured Mr. Biddle would
be agreeable to him.
