MEMORANDUM OF CONVERSATION WITH SECRATARY SNYDER
Mr. Snyder brought up in the Cabinet the report
that the Banking and Currency Committees of both houses
were going to start hearings next week on the guarantes
features of the Point 4 program. He believes thnt it is
a great mistake to take this part of the progrem up be-
fore the technicol part. Probably the difficulty arises
from the preoccupation of the foreign committees of both
houses with MAP.
The President thought that Snyder was right. It
seemed to me that he probably was. At any rate I did
not dissent. He anid thathei would take it up with the
leadera on Monday.
Thia should be reported to whoever is interested
in i t.
