His advisers then stepped in to\nateer the conversation into more factual channels to illustrate\nthe mapidity with which the Vhilippines vere going about\nrestoring their sugar, abaca, rice and other productive\norops and exports. One or tvo specific assertions mode may\nbe useful for future reference. President Quirino asserted\nthat the Philippines, under the present arrangements that\nhis Govornment had affeoted, vould be entirely self-\nsufficient in rice within rive years. I compented that\nin viev of the importance of this item that was a long time.\nOn the other hand, Nr. Yulo asserted that within tvo or\nthree crope, the Philippines would be self-eufficient\nin rice. Both the Prosident and Mr. Yule asserted that\nthe import controls vere being made effective, the President\nadding thnt he hed taken certain stope just before he left\nthe Philippines and contemplated taking othere in a couple\nof months. Inoidentally, he mado mention of possible\nallegations by the Amerionn import community of diserinination\nif import controls vore more severely enforced. Nr. Yulo\ncited the figures of rice and sugar procuption and asserted\nthat the heap industry vas expanding correspondingly.\nYhereas it is difficult 1f not impossible to get\nPresident Quirino down to brass tsoke about the Philippine\nsituation, as differentiated from the specifio thinge he\nwishes to obtein from ua, I think his advisers took\nappropriate note of our apprehensione and vill have their\nhanda atrengthened in their operations in the future by\nthese of our conoarn. Our convercation\nended on a note of Andefiniteness and anma to a sonewhat\nabrupt close due to the faot that the President was scheduled\nto appear in a few minutes in the House and Benate.\nDECLASSIFIED\nE.
