The Congressman indicated he was planning to leave fairly soon for a trip to Europe with members of his Committee, and he was very anxious to get action on the Mexican oil matter completed as soon as possible. The Secretary said that he had meant to come down to see him as had been promised but that other Congressional hearings, etc, had prevented his arranging for another talk with the Congressman. Mr. Crosser said that he thought that if he could get a representative of the Bank and the State Department together with bim that he would be able to convince them of the soundness of his ylew. Congressman Crosser indicated that the President had said efery time he had seen him that he concurred in the Congressman's position. Mr. Crosser said that he felt sure that Mr. Acheson would agree also if they could discuss the matter in detail. At the Congressman's sug- gestion, the Secretary designated Mr. Winthrop Brown to represent him in discussions with Congressman Crosser and a representative of the Bank. The Secretary indicated that Mr. Brown would be completely authorized to speak for him in a preliminary investigation and that the Secretary himself would be closely in touch with the matter and would probably discuss it with Congressman Crosser at a later date. LDB After the conversation, the Secretary told me that he wanted to be very sure the position we are taking on the Pemex on is in line with the President's wishes. He mentioned Mr. Crosser's statements that the President was in agreement with him and I mentioned several recent statements which the President had made in press conferences of late CONFIDENTIAL
