Visit of Canadian Ambassador re Foreign Military
Assistance Bill now before Congress.

The Canadian Ambassador called at his request to present
an Aide Memoire describing Canadian apprehension over the pro-
visions of military assistance legislation now pending before
Congress and requesting that the omissions in the legislation
be rectified.
I said the Department had Canada's needs in mind and that
while, of course, we did not know the exact form the legislation
would finally take, we thought Canada's difficulties would be
substantially taken care of.
Mr. Wrong said he had heard a rumor - it was only a rumor -
that we were considering new arrangements for the purchase of
Canadian wheat by the British and other countries with ECA
dollars. I replied that I did not know of any such plans but
would find out and let him know.
