Mathews American Embassies - Karachi and Kabul - Mr. Fox USDEL - Mr. Sparks 1-1493 Mr. Ispahani called on me prior to his departure on November 22 for a holiday in Europe and a visit to Pakistan. Mr. Ispahani expressed appreciation of the courtesies he and his colleagues had received, and said he was looking forward to returning to Washington. When I asked Mr. Ispahani whether Sir Zafrullah Khan was still in New York, Mr. Ispahani replied in the affirmative and remarked it was unfortunate that the Pakistan Foreign Minister had to spend so much of his time away from Karachi. Mr. Ispahani said he particularly regretted the delay in the preparation of UNCIP's recommendations to the Security Council, which would necessitate Sir Zafrullah's remaining in New York for some time to come. Mr. Ispahani referred to press reports in the morning papers regarding the alleged establishment of a Pushtoon parliament and constitution in the tribal area between Afghanistan and Pakistan. lie expressed annoyance at the Afghans' persistence in continuing propaganda against Pakisten and in stirring up the tribes, and said he considered these actions entirely unjustifiable. Mr. Ispahani then discussed the jute problem. He said India had stopped buying jute from Pakistan; that jute mills in India were running at only partial capacity; that India's production during October was insufficient to meet the demand in the U.S. alone; and that in spite of this India had recently requisitioned large quantities of Hessians for sale to Argentina. When I asked Mr. Ispahani whether he thought the Indians hesitated to buy raw jute from Pakistan because of the DECLASSIFIED currency E.
