MEMORANDUM FOR S/S:
Paul Hoffman called the Secretary this morning regarding
appropriate action to take in the light of the defeat of the Korean
aid bill. Mr. Hoffman said that he had had a call from
Senator Alexander Smith who had suggested that we draw on the
$ 75 million appropriated under MDAP to get us by during the
immediate period. Mr. Hoffman said that he thought that the
proposed Knowland amendment to the China aid legislation might
be amended to include Korea specifically. Mr. Acheson said that
he had some doubt as to whether Korea should be mentioned and
that he was inclined to think that we should simply broaden this
legislation so that the funds could be used the same way as the
$ 75 million appropriated under MDAP. Mr. Hoffman said that he
thought the Knowland amendment, with Korea included, could be
gotten through easily.
The Secretary said that the bill on which the House acted
yesterday was apparently completely dead but there was the
Senate bill, which the Senate had passed, still pending in the House
Committee. He thought we might consider getting this reported
out of the House Committee and try to get it through the House.
Mr. Hoffman said that acting on the Knowland amendment
would have the advantage of not appropriating new funds, which he
thought was of some importance. He also said that including Korea
specifically in the bill would remove possible charges that we were
acting counter to the will of Congress in aid to Korea.
The Secretary said that he would look into this further with
his staff.
Mr. Hoffman said he would like to see the Secretary briefly
on Monday if it could be arranged. The Secretary agreed to see
him.
