MEMORANDUM OF CONVERSATION WITH THE PRESIDENT
Item 2. Recognition of Vietnam, Laos and Cambodía
I discussed this matter with the President, leaving with him
the memorandum of February a recommending recognition. 1
also discussed the CIA paper of February 1 *'Implications of
Soviet Recognition of the Ho Regime in Indochina", pointing
out to the President that, although there was no difference of
opinion as to the facts before the CIA and the State Department,
the CIA took a gloomier view of the situation than we did. The
President received the memorandum; expressed himself in a
preliminary way as in favor of recognition, and told me that
he would give us his definitive reply tomorrow morning.
