amount from Australia. We could not agree to this and we asked the
British, through Sir Oliver, to recede from this position. We could
see a certain validity in the British fear that they might have to buy
dollar wheat instead of sterling wheat and therefore we did not oppose
the side agreement with Australia, but to go further than this seemed
to us to place British financial worries in an unduly prominent position
and also raised the very difficult question of getting Japanese agreement,
which involved General MacArthur's agreement, to a position which
neither the Japanese nor General MacArthur, nor the United States
Government thought was sound. Finally, I said that this whole matter
had taken an unsonscionable amount of time and effort and strongly
urged that the British make a contribution to its solution by with-
drawing the second objection noted above.
Sir Oliver asked whether it was not true that the German Govern-
ment had already made an agreement similar to that which the British
were asking of Japan. I said that Idid not know about this, but even if
it were true, it did not help us resolve the problem with Japan and also,
if it were true, it seemed to me that the British had gotten probably
more than they really needed. Sir Oliver repeated my position after
me and seemed to have it sträight and said he would get off a telegram
reporting it.
